Feature flag for the backup email interstitial shown after standard sign in. Sign in flow only, so there is no OAUTH_ variant: the Angular manager looks the toggle up by LOGIN_/OAUTH_ prefix and resolves a missing one to false. config.json publishes every Features value, so no other backend change is needed. The interstitial viewed flag reuses the existing account/addInterstitialFlag endpoint and profile_interstitial_flag table.
