Keep parsed storage sync non-blocking

Summary

• make source reconcile mark parsed sync pending and enqueue parsed-sync best-effort after parse completion
• keep parsed-sync as the resumable Blob sync worker and record exhausted failures in sync metadata only
• request durable asset URLs for chunk display reads and make parsed-sync public to QStash callbacks
