govulncheck reported a reachable infinite-loop finding in x/text@v0.37.0; bump clears `make vuln` / the Govulncheck gate.
Scorecard Token-Permissions flagged missing root `permissions:` on backport, tag, and publish. Deny-by-default at the workflow root; jobs that need write still elevate explicitly.
