Add Belgian exchange-rate and pension sources for Microcosm-BE transport

+Add three Belgian sources for Microcosm-BE's transport port (PolicyEngine/microcosm#1369): Eurostat's annual euro/ECU exchange rate against the US dollar, 1971-2025 (`ert_bil_eur_a`); the Federale Pensioendienst's January 2025 pension amount-band tables from its Jaarlijkse statistiek 2025 (sections 1.2, 6.2 and 9); and PensionStat's 2025 workbook cells for pensioners, communes, IGO, expenditure and minimum pensions, which replace the package's four curated headlines. Every PensionStat commune maps to its NIS 2025 code through Statbel's official Dutch and French names and the publisher's French edition. The FPD band recipient counts and PensionStat's IGO counts carry their publishers' 1 January 2025 stock date as period coverage, while monthly amounts cover January.
