ci: add dependabot config for npm and GitHub Actions

What

Adds .github/dependabot.yml:

• Weekly npm updates, with minor and patch bumps grouped into a single PR to keep noise low, capped at 5 open PRs
• Weekly GitHub Actions updates, which also keeps the SHA-pinned actions from ci: pin GitHub Actions to commit SHAs #633 fresh

Why

The 38 open vulnerabilities reported by LFX Insights accumulated because dependency updates were manual. #555, #556 and #630 clear the current backlog; this config keeps it clear going forward without anyone having to remember to run npm audit.
