Summary

switch Firstrade GitHub Actions deploy from gcloud builds submit to Docker build/push + Cloud Run deploy
add a Dockerfile and .dockerignore for the GitHub-hosted runner build

Validation

python -m py_compile main.py
previous main CI passed; this change targets the deploy workflow that failed on Cloud Build staging bucket access
