Decouple LongBridge runtime adapters and audit timing contracts

Summary

• split LongBridge runtime bootstrap, broker, strategy, reporting, and notification wiring into local adapter builders
• surface signal/effective timing contract metadata in runtime reports and Telegram notifications
• fix the in-process pytest import pattern so full LongBridge suites stop tripping numpy/pandas reload errors
