Enable SOXL overlay live defaults on LongBridge

Summary

• pin LongBridgePlatform to the new QuantPlatformKit and UsEquityStrategies commits
• add LongBridge i18n keys for the SOXL overlay capped status and signal
• keep the live SOXL strategy notifications readable after enabling the new overlay defaults
