chore: clean up stale SOXL runtime residue

• update LongBridge runtime description to avoid stale hardcoded SOXL/SOXX 150d MA wording
• remove unused legacy risk_on/delever translation keys
• refresh SOXL-related test fixtures to current SOXX+SOXL strategy wording
