- Add docs/runbooks/multi-region-failover.md with DNS cut, replica promotion, idempotency warm-up, rollback path, and quarterly drill checklist tied to RTO=15min / RPO=5min targets - Add scripts/drill-multi-region-failover.sh for automated DNS/replica/ idempotency verification - Add docs/runbooks/drill-log-multi-region-failover.csv for tracking quarterly drill outcomes - Add REGION and FAILOVER_ACTIVE_REGION env vars - Add /health/region and /health/failover endpoints with region-aware failover status - Add test coverage for region health, failover status, stale replica, and partial DNS propagation edge cases
