Sbncode v10_20_03 Release Notes

Purpose

This is a weekly integration release

This release is based off larsoft v10_20_03.

Larsoft updated the geant version from 4.10 to 4.11 in larsoft v10_20_00. As a result of this update, legacy geant is no longer supported. The scisoft team has provided the following pull requests for sbndcode and icaruscode.
