Summary

• Add a self-contained enterprise-training-policy-guard/ module for the Enterprise Tooling bounty.
• Validate synthetic enterprise access packets for missing/stale policy acknowledgements, missing role-specific training, expired training certificates, and missing completion receipts before privileged exports continue.
• Emit deterministic release, revise, or hold decisions with blocker/revision counts and remediation text.

Distinct scope

This is not another dashboard, webhook, SSO/SCIM, repository sync, API rate-limit, vendor DPA, contract drift, legal hold, data-residency, journal/style provenance, or admin-audit slice. It focuses only on training currency and policy acknowledgement evidence before enterprise exports or privileged project actions.
