將既有「Linear 進度追蹤」章節就地擴充為完整治理規範：唯一真相來源、 動工前查重、issue 最低完整度、父/子 issue 分離、實作前更新、衍生事項 處理、決策與實作分離、程式碼存在不等於完成（Implemented→Integrated→ Verified→Done）、測試驗收紀錄、commit/PR 連結、session 結束同步、 起始自動爬取。填入實際 Team（SENTRY 核心團隊/SEN）與 Project （Messenger iOS、Messenger iOS Web）。既有 repo 專屬規範全部保留。 Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_013TSAAqzxQX66pX2FhYH73J
