fix(storage): retire applied consolidation inputs

Summary

• retire schema-2 Applied consolidation source/target manifests restart-safely
• require an exclusive lifecycle capability for post-update healing
• validate and transactionally retire only proven legacy registry owners
• keep original shard data untouched while destination remains canonical

• Applied manifest retry/fail-closed regression
• exclusive lease capability regression
• cargo check --workspace --all-targets --locked
• cargo fmt --all -- --check
