- agentplaneRunRef: threads optional `--agentplane-run-ref` through `ContentViewSyncer`, `SyncDaemon`, `sync apply` / `sync daemon` CLI into `SyncCycleReceipt`; closes the audit trail gap between agentplane `RunArtifact` and sync receipts
- PolicyFabric remote hook: when `SOURCEOS_POLICY_FABRIC_URL` is set, `evaluate_policy` delegates to remote service, falling back to local eval on any network error; drops `-stub` suffix from `POLICY_ENGINE` constant
- 11 new tests (5 agentplaneRunRef, 6 remote policy); full suite 118 passed
