After discussion with @cjmyers, I am going to re-work this to allow for configuration to be defined with environment/config overrides to support the execution of the backend in both a docker container as well as via a local Java runtime. |

Here are some changes that I made while working through getting this repo running locally. I updated some documentation and I also added
npm run devto the top-levelpackage.jsonas an overall development orchestration command. I hope that this is helpful but I also acknowledge that I'm not sure how the current team organizes their local development resources.
