Summary
Promote the locally proven reusable-workflow secret handoff from #1142. The protected environment still gates release evidence; only
release.ymlpasses the named short-lived repository secret, and PR packaging receives none.Local workflow policy, actionlint, anti-overfit lint, docs links, version sync, and diff checks passed. No Rust or product runtime code changed. Per release-coordinator direction, merge without waiting for hosted PR checks.
