Promote the exact locally verified macOS CLI notarization proof fix from
dev/codestory-nexttomainso the blocked v0.15.0 release can resume.Apple notarization and Developer ID checks remain fail-closed. The correction only stops treating
spctlapplication assessment as valid for a bare Mach-O CLI and instead requires native execution of the same quarantined binary.Verification
