Adds Topside support for the frame-lock PID tuning flow.

The PID tuning page now has lock/unlock controls for the ROV reference frame, exposes frame status, sends the new frame-control UDP packets, and preserves depth/frame telemetry from the firmware sensor stream. Starting PID now captures current depth as the heave setpoint instead of sending heave zero.

Validation:

  • git diff --check
  • uv run --frozen --group dev pytest
  • uv run --frozen --group dev ruff check .
  • uv run --frozen --group dev ruff format --check .
