Configures MSVC on Windows, installs clang-format when needed, and enables ccache on Linux/macOS or sccache on Windows. Adds a three-platform smoke workflow that verifies formatting, compiler availability, caching, and compilation.
The functional action is commit 51c484e. Documentation follows in a separate commit so consumers can pin the functional commit directly.
