Replaces the full/wasm mode with explicit toolchain, component, target, Cargo tool, and cache-key inputs. Cargo tools use exact crate@version specifications, and the workflow now verifies targets across Linux, macOS, and Windows plus pinned tool installation.
The functional action is commit 7d919b1. Documentation follows in a separate commit so consumers can pin the functional commit directly.
