This PR adds a new `azure` llm provider. It supports foundry
(`{resourceName}-resource.services.ai.azure.com`) and openAI
(`{resourceName}.openai.azure.com`) endpoints without having to write
the endpoint itself, only requring a resource name. This matches the
behavior of the other providers closer, as they have hardcoded hostnames
allowing for simple configuration. It supports all forms of azure auth
either implicitly as a credential chain or explicitly defined. It also
supports api key authentication.
