fix(asf-security-dash): refuse non-ASF projects - #1798

Conversation
The dash.security.apache.org dashboard only tracks ASF projects. The CLI now takes a required --project-md, and it exits 3 (NotAsf) unless the organization there is exactly ASF. The check runs before the cookie or the network are touched. HTML comments and fenced examples are ignored when reading the value. The issue-sync dashboard section gains Step D0 to match, with an eval covering ASF, independent and TODO organizations. Generated-by: Claude Opus 5

dash.security.apache.org only tracks ASF projects, but
asf-security-dashand thesecurity-issue-syncdashboard section ran for any adopter. For a non-ASF project they would read the dashboard cookie and call an ASF service that knows nothing about the project.Changes
asf-security-dashCLI: a new required--project-mdargument. The command exits with code 3 (NotAsf) unless the project'sorganizationis exactlyASF. The check runs before the cookie is read or any request is made.organization:line. HTML comments and fenced code are ignored, and the value must match in full, soASFX,ASF-forkor a commented-outASFrow do not count. An annotated value such as`ASF` (derived: apache/ GitHub org)is accepted. A missing value orTODOcounts asindependent.issue-syncdashboard section: a new Step D0 makes the section ASF-only. For a project whose upstream is underapache/, it suggests settingorganization: ASFwith/magpie-setup:setup config. D1 and D3 pass--project-mdand handle exit 3.security-issue-sync/step-d0-asf-onlycovers three cases: an ASF project, an independent project, and aTODOorganization.Testing
asf-security-dashtests: 68 pass, including parametrized non-ASF and ASF organization cases.🤖 Generated with Claude Code
