Summary

  • return in-memory clusters in a deterministic name/id order
  • add repository coverage so multi-cluster list ordering does not depend on ConcurrentHashMap iteration

Superseded by #645. Consolidated with related cluster identity and ordering changes to reduce review overhead while preserving the same scoped fixes and tests.
