Introduce RUN_START_READY_FOR_TRIGGERS_ITERATION so front ends that generate triggers (e.g. the CFO) can be held off until the rest of the system has completed its start iterations. The ARTDAQ Supervisor now switches from iteration work to sub-iteration work once that index is reached, so it no longer advances the global iteration count on its own.
