Add SECURITY.md, ci-compliance.yml, ci-security.yml workflows. Update CODEOWNERS with team-data-routing ownership and governance lines.
Add docs/ARCHITECTURE.md covering Akamai-to-Azion conversion pipeline, resource mapping system, and modular converter architecture. Add docs/RUNBOOK.md with usage scenarios and troubleshooting. Add CONTRIBUTING.md with development workflow and extension guides.
