[codex] Publish App Router post and capabilities docs

Summary

• publish the App Router for AI Agents blog post with the author voice pass and current Dawn feature set
• add a Capabilities docs page covering memory, planning, skills, sub-agents, and reasoning effort
• link capabilities from docs nav, related docs, recipes, and llms.txt surfaces
