Summary
Reconcile AGENTS.md into a shorter SDLC guide with less duplicated scope/context/token guidance while preserving repo-specific hard rules, testing, review, and PR checklists.
Add ADR-aware implementation/review guidance and dependency sequencing notes for issue work.

Docs-only change. Verified AGENTS.md diff with git diff --check; no tests run.
