…volumes Update the Masakari supplementary guidance for instances booting from non-multiattach Cinder volumes during evacuation. Describe that evacuation can remain pending while Cinder cannot detach the volume from the source host. Add a guarded workaround that requires operators to fence or otherwise confirm the source host is powered off and that the original attachment is inactive before resetting the volume state to `available`.
