The metadata agent can start before the local OVSDB socket is ready during internal OVS bootstrap. Make the service wrapper read its configured OVSDB connection and wait for the Open_vSwitch schema before launching the daemon. Enable snapd restart-on-failure for the metadata agent so transient readiness failures are retried, and ensure the agent is enabled after internal OVS startup is no longer deferred. Partial cherry-pick of 1453050, as the commit conflicts around `TestNovaAPIMetadataService` which is 2026.1 only.
