docs: rewrite README with screenshots and one-command demo - #8

Rewrite README.md in English for external users, add a separate README.zh-CN.md, and include two local UI screenshots. Add the one-command tools/dev/demo-up.sh launcher, tools/dev/demo-seed.sh, and a 12-job synthetic fixture. Update the docs index, local demo guide, project state, and handoff with the implementation evidence and the capture no-retention check. Co-Authored-By: Claude Code <noreply@anthropic.com>
