Bumps the pinned wasm-bindgen toolchain from 0.2.122 to 0.2.123, keeping us aligned on the latest stable release.

• updates the wasm-bindgen submodule to the 0.2.123 release commit
• bumps the workspace and [patch.crates-io] version pins:
  • wasm-bindgen, -cli-support, -macro-support, -shared 0.2.122 → 0.2.123
  • wasm-bindgen-futures 0.4.72 → 0.4.73
  • wasm-bindgen-test 0.3.72 → 0.3.73
  • js-sys / web-sys 0.3.99 → 0.3.100
• drops the gloo fork submodule and its workspace exclude entry, which is no longer needed

Verified with cargo check --workspace, cargo clippy --workspace, and cargo fmt --all --check.
