Allow nwm-54, boristane, fer, and matanyall to post LGTM reviews that the existing workflow converts into approval, matching the setup in coreplanelabs/nominal. Match each GitHub login and immutable user ID: nwm-54 is 45931542, boristane is 10452259, fer is 21882, and matanyall is 28307422. Preserve the existing trusted reviewers, verdict prefix, commented-state requirement, and reviewed-commit guards.

Validated the updated YAML with Bun and checked that the reviewer identity and commit pin remain present. Application tests were not run because this change only updates a workflow reviewer condition.
