RFD D52 (Request-Response Event Linking) moves from `docs/rfd/drafts/` to the numbered `docs/rfd/` directory as RFD 098, marking its advance from Draft to Discussion status. RFD 097 gains an `Extended by` cross-reference to RFD 098, and RFD 098 declares itself as `Extends: RFD 097`.
