UC map — Cross-cutting substrate — supports all UCs.

Implements UDLM contracts: dcm-project/udlm#35 — the whole UDLM substrate (AI-consumption prompt).
Depends on the UDLM substrate landing first (Wave C); wave index: dcm-project/udlm#35.

Decision: The DCM AI-onboarding prompt — a single artifact built expressly for AI consumption (exempt from the human-review line ceiling).

Part of the staged croadfeldt/dcmdcm-project/dcm upstreaming: single-concern PRs, ≤3k lines, logical boundaries. (5950 lines, 1 files.)

Sync from upstream croadfeldt/dcm. GateKeeper policy type -> Gating Policy
(action gatekeep -> gate, op gatekeeping -> gating, enum gatekeeper ->
gating). OPA Gatekeeper / Gatekeeper ConstraintTemplate references preserved.

Superseded by the ordered, scoped set (#109#117), tracked in #108 — croadfeldt/dcm republished at parity in smaller, self-reviewable PRs; the eng-review feedback carries forward (see #108 and the UDLM carry-forward register). Nothing here is lost.
