Release v0.0.23 — bundles the final Fable-5 harness-parity batch (epic #100 complete).

Bumps both packages to 0.0.23 and the aitm → @developerz.ai/ai-claude-compat pin in lockstep. OIDC auto-publishes both packages on gh release create v0.0.23.
