Summary

Prepare stable version 0.3.1 after #21 with the version prefix, changelog entry, and release notes. Existing public beta download links remain unchanged until the draft is actually published. No dependencies or product source files change.

Validation

• Release configuration: 532 unit/headless tests passed locally, excluding RealModel and QualityCorpus.
• Product sources match merged Improve recording HUD and protect dictation recovery #21 (5463dcaf839f08649d12a4f90795cc8953c2daad).
• Release build, model verification, portable and installer package checks are release gates; a native user smoke test and installer lifecycle verification remain pending. The release must remain a draft until these gates pass.
