Main's MegaLinter job invokes actionlint separately from pre-commit. The release workflow's valid GitHub background/wait steps were covered only by pre-commit's CLI exclusions, so main failed even though the PR checks passed.
Move the two compatibility exclusions into .github/actionlint.yaml, scoped to .github/workflows/release.yaml. Both MegaLinter and pre-commit now use native config discovery. Remove the broader hook-only arguments and run full-codebase MegaLinter on PRs as well as main so this entrypoint is checked before merge.
Keep the lint workflow token read-only and explicitly disable MegaLinter PR comments, which require write permissions. Results remain available in the Actions job output and summary.
Validation: reproduced the exact two actionlint failures on current main; the same bare actionlint invocation passes with the shared config; all pre-commit hooks pass. A negative fixture confirms an unrelated workflow with a missing command is still rejected. No release build or publication logic changes.
