I tested building the docker image locally on amd64, it worked as expected.

bad gateway error persists

I do not know what to do about the ci failures. I tried the failing wget command locally, and it works fine.

@tianon, what's the solution for this? keep rerunning failed jobs until Bad Gateway transient error disappears?

We sometimes do that. It is sufficient that the new version and "verify templating" passed.
