#49 的数据库取消测试证明限时机制能够工作，但没有证明固定 250ms 共享预算、超时整页标签 FAILED/null 对代表性数据、冷缓存及并发负载适用。方案尚未满足合并要求，不以 CI 通过替代方案验收。
回退范围与验证
完整反向撤销 merge commit df8c547 的 #49 改动，恢复原目录标签读取行为、测试和契约；不改写 dev 历史。
回退提交的 tree 为 6f21505e219a8330d2d07c4d91a295481735c6a1，与 #49 合并前 8a20558 的 tree 完全一致。未运行全量构建或生产部署。
重新提出该方案前，需补代表性数据的正常标签成功率、冷缓存与并发测量，并明确预算及降级策略的接受条件。
