header conditional on reflection being enabled, consistent with
__cpp_impl_reflection, so including the header in a disabled configuration does
not advertise the feature. Add coverage for including <meta> with reflection
disabled.

🩺 Stability & Availability | 🟡 Minor | ⚡ Quick winDo not abort when the optional experimental-header directory is absent.
--add-experimental-headersremains accepted andmain()passes it into package creation. When set,_add_experimental_headers_to_baseexits ifinclude_c++/experimentalis absent. This PR removes that directory, so the option exits before creating the package. Default-mode packaging still includes the moved header throughinclude_c++.Suggested fix

Fixes #36.
As discussed in the issue:
Tests:
edg-pack-cpfe-ce --add-experimental-headers packaged include_c++/experimental for reflection. That directory is now gone, so the flag exits with "does not exist". In default mode, meta.stdh is packaged with the other include_c++ headers. Should the flag and its help text be removed, or kept for future experimental headers?
Summary by CodeRabbit
<meta>rather than<experimental/meta>. When reflection support is enabled, it defines__cpp_lib_reflectionas202603Lif the macro is not already defined.<meta>name.
