Fix members of an extern template class from being in every TU [GH #252] - #432
Currently, when an inline member of a class template is used in a translation unit that also sees an explicit instantiation declaration (extern template), the front end still instantiates the member for inlining so it is emitted in every TU. This impacts libstdc++ such as the extern template class used for std::allocator<char>, and every Boost library of two or more sources with std::string, streams, etc.
Summary by CodeRabbit
Bug Fixes
Corrected generated C and C++ output for inline-only functions across GNU inline modes, helping prevent duplicate external definitions when functions are used in multiple source files.
Improved compatibility with GCC and Clang, including support for variadic inline functions.
Tests
Added regression coverage for inline definitions, variadic functions, and symbol definitions across C and C++ builds.

Walkthrough
The C back end changes GNU inline-only definition emission for C and C++ modes. New regression tests check behavior across translation units, including emitted template member symbols. Existing compiler test expectations are updated for variadic argument-pack diagnostics and program output.
The back end adjusts the C99 inlining-only condition and emitted extern, gnu_inline, and __inline__ attributes for applicable routines. The note describes these changes.
C and C++ multi-translation-unit regressions tests/tests/regressions/gh-252-c/*, tests/tests/regressions/gh-252/*
New regression tests exercise inline-only functions across translation units in C and C++ modes. They check call results and, for C++, which object file defines the specified template member symbols.
Existing compiler test outputs tests/tests/imported/gnu/c/torture/.pr70123.rto/*, tests/tests/imported/gnu/cpp/ext/.*.rto/*
Expected output fixtures remove selected direct variadic argument-pack diagnostics. One fixture also records ./a.out as output.
edgcpp/compiler#252 — The C++ regression covers inline class-template members across translation units and checks that the specified symbols are defined by the explicit-instantiation object file.
edgcpp/compiler#431 — This issue also concerns member definitions that should be supplied by the explicit-instantiation translation unit; the regression checks related template member emission.
edgcpp/compiler#68 — The back-end change addresses generated extern __inline__ definitions and GNU inline semantics.

edgcpp/compiler#433 — Both changes address member instantiation when class-template instantiation is suppressed by extern template.

Security architecture risk: Low · up to b7376
The change affects which translation unit supplies function definitions. No new production access point or privilege expansion was identified, but compiler-mode-specific generated output remains partly unverified.
Retained concerns
No architecture-level concerns identified.

inferred — The effective change surface is downstream builds containing affected inline-only functions, rather than callers gaining access to a newly exposed production API. The supplied evidence does not establish a tenant, credential, or data-store exposure.

Preserve __gnu_inline__ for explicit gnu_inline definitions.
The head moves extern inline __attribute__((gnu_inline)) into the external-definition path, then removes __gnu_inline__ from the generated declaration. Under C99 rules, each generated translation unit can define k, causing a multiple-definition linker failure in the gh-252-c fixture.
Remove only this suppression. Keep the existing old-GCC version check.

Remove the GNU_EXTENSIONS_ALLOWED suppression of need_gnu_inline_attr based on
rout->gnu_c89_inline in the extern-inline definition path, so explicit
gnu_inline definitions retain the attribute. Keep the existing old-GCC version
check unchanged.
