We've been using the Authn MFE in prod for a long time now, at least a couple years. It's finally time to make it the default in Devstack too.

This PR makes Devstack redirect “logistration” (login/registration/password reset) traffic to the Authn microfrontend by default, aligning Devstack behavior with stage/production usage.
Changes:
- Enable the Authn MFE redirect in LMS devstack settings by setting
ENABLE_AUTHN_MICROFRONTEND = True.
