docs: update documentation for smoke tests and CI automation

Summary

Update project documentation to reflect the new smoke test infrastructure and CI automation.

Changes

• README.md — fixed base image (ubuntu:bionic → python:3.11-slim), fixed action reference, added testing section with smoke test commands
• testing-strategy.md — replaced manual docker commands with smoke test scripts, updated CI triggers and quality gates
• tooling.md — updated GitHub Actions description, added smoke test quick reference
• development-workflow.md — updated local dev steps, CI/CD description, contribution guidelines
