    New AI-Native Chain Features (Phase 162):
• NV-GUARDIAN Policy Engine - AI safety enforcement with on-chain POLICY_VIOLATION blocks
• • AI Provenance Ledger - AI_INFERENCE, HUMAN_DECISION, COMPLIANCE_AUDIT block types
• • EU AI Act Compliance - Art.9/13/22 native, GET /compliance/report endpoint
• • NV-AI Society - 10 AI agents registered as citizens with NV-CHAIN identities
    Chain ID 73790 is production-stable with BFT N=9 consensus across global nodes.
