The repo was transferred (facebookexperimental/xds 301-redirects to facebook/astryx), so these JSDoc/@see/lint-rule-doc URLs still work but use the old namespace. Update them to the canonical org for consistency (same change merged for the RFC template in facebook#3152). Scoped to pure doc/comment URLs in source; functional repo targets left untouched.
