Queues and persists incoming requests to the DAITSS 2 workspace

To get this to work on your machine:

get daitss-ip library
set RUBYLIB env var such that daitss-ip/lib and ./lib are included
create data directory for database
run setup-database.rb
set WORKSPACE environment var
