refactor(bilibili): 弃用 bilibili-api-python

• 新增 parsesr/bilibili/api/ 模块：BiliAPIClient + 响应模型
  • WBI 签名、凭证管理、9 个 B站 API 端点
  • 响应直出 msgspec Struct，无中间 dict
• 直播：从被风控的 getInfoByRoom 改用 room/v1/Room/get_info
• 动态：从被 WAF 拦截的 x/dynamic/detail 改用 x/polymer/.../detail（WBI）
• 收藏夹：参数 fid → media_id，增加 web_location 等
• 专栏：从 x/article/editinfo 改用 x/article/view 拿 dyn_id
• 移除 bilibili-api-python 依赖
• BiliVideoCodec/BiliVideoQuality 移至 constants.py 避免循环导入
