Closing: this loosening undoes a deliberate pin, it is not a stale constraint.

file_picker is held at >=11.0.2 <12.0.0-0 on purpose. file_picker 12 made FilePicker.saveFile's fileName and bytes parameters required and non-null, which broke the analyzer build through Pick.saveFile. That was fixed source-compatibly, but the constraint was then tightened as defense in depth, and the -0 suffix is load-bearing: pub_semver orders prereleases below their stable release, so a plain <12.0.0 (and equally this PR's <13.0.0) still admits 12.0.0-beta, which is exactly the line that breaks consumers (uptizm pins ^11.0.2 for the same reason).

Moving to the 12.x line is a deliberate migration (verify Pick.saveFile against the non-null signature, then bump the floor), not a range widening. The share_plus half of this PR is welcome on its own if dependabot resends it separately.

OK, I won't notify you again about this release, but will get in touch when a new version is available. You can also ignore all major, minor, or patch releases for a dependency by adding an ignore condition with the desired update_types to your config file.
