Summary

Follow-up to #824. Rather than force a short nav menu label right now, this surfaces the new Confidential Advisor & Ombuds page contextually where people are most likely to need it:

  • Code of Conduct (content/coc.md): adds a sentence after the reporting-form link, offering the Confidential Advisor/Ombuds as an in-confidence option before deciding whether to file a formal report. Doesn't assert any formal relationship to the Ethics Committee process — that's still an open question from Add Confidential Advisor & Ombuds page #824.
  • Steering Committee: adds a link to the "Guidance & Oversight" section description (in scripts/generate_sc_profiles.py), right where the Ombuds card itself sits.
  • Adds Ruth Van der Hallen to Guidance & Oversight: she already appears under Ethics and Inclusion (Confidential Advisor), but wasn't listed alongside Thomas's Ombuds card in Guidance & Oversight, even though that's now the section people are pointed to for support. Added a mirroring "Guidance" row for her to the live roster sheet ("FORRT Steering Committee | Members"), then regenerated steering-committee/index.md from source via scripts/generate_sc_profiles.py (rather than hand-patching) — it picks up her existing bio/photo/social links automatically. Her second card gets its own distinct modal id (ruthvanderhallenphd-2) thanks to the duplicate-id fix from Remove redundant Ombudsman->Ombuds override from steering-committee generator #825.

Test plan

  • hugo --minify build succeeds with no errors
  • Verified in-browser: CoC and Steering Committee links render and are clickable
  • Verified in-browser: Ruth's new Guidance & Oversight card opens its own modal with correct bio/photo, and her original Ethics and Inclusion card still works independently
  • codespell clean on all changed files

page contextually instead: from the Code of Conduct page (as an
in-confidence option before filing a formal report) and from the
Steering Committee's Guidance & Oversight section, where the Ombuds
card itself lives.
