Rather than settle on a short nav menu label right now, surface the new page contextually instead: from the Code of Conduct page (as an in-confidence option before filing a formal report) and from the Steering Committee's Guidance & Oversight section, where the Ombuds card itself lives. Follow-up to #824. Rather than force a short nav menu label right now, this surfaces the new Confidential Advisor & Ombuds page contextually where people are most likely to need it:
content/coc.md): adds a sentence after the reporting-form link, offering the Confidential Advisor/Ombuds as an in-confidence option before deciding whether to file a formal report. Doesn't assert any formal relationship to the Ethics Committee process — that's still an open question from Add Confidential Advisor & Ombuds page #824.scripts/generate_sc_profiles.py), right where the Ombuds card itself sits.steering-committee/index.mdfrom source viascripts/generate_sc_profiles.py(rather than hand-patching) — it picks up her existing bio/photo/social links automatically. Her second card gets its own distinct modal id (ruthvanderhallenphd-2) thanks to the duplicate-id fix from Remove redundant Ombudsman->Ombuds override from steering-committee generator #825.Test plan
